COUNTY EXECUTIVE-ELECT ALSOBROOKS ANNOUNCES CABINET MEMBERS AND BOARD OF EDUCATION APPOINTMENTS
LARGO, MD – Prince George’s County Executive–Elect Angela Alsobrooks announced several cabinet positions today as she prepares to be sworn in as the eighth County Executive and first woman to hold the position. Alsobrooks has previously announced that Major Riddick, Jr. and Joy Arnold-Russell will serve as her Interim Chief Administrative Officer and Chief of Staff.
“I am pleased to announce the leadership of our county government and I am excited that we have been able to attract some of the best and brightest from around the region and across the country,” Alsobrooks said. “In order to ensure efficient, effective services for our citizens, our goal was to appoint people with a proven track record in the areas for which they were selected. I am confident in our selections and I believe our citizens will be as well.”
As part of her transition process, Alsobrooks consulted with a nationally recognized talent acquisition firm that has placed numerous state and local executives. Those chosen were then vetted by a team that included Alsobrooks, Riddick, Russell and others who have years of experience in government and executive management roles.
Alsobrooks appointed three Deputy Chief Administrative Officers (DCAO), while retaining current DCAO for Public Safety and Homeland Security, Mark Magaw. The new DCAOs are Tara Jackson, Floyd Holt and Dr. George L. Askew. There is one vacant DCAO position for economic development that remains to be filled.
Jackson, who will serve as the DCAO for Government and Support Services, joins the administration after serving as Deputy County Attorney for Government Operations. Prior to that, she was the Principal Deputy State’s Attorney during Alsobrooks’ first six years as State’s Attorney.
Holt, who will serve as the DCAO for Government Operations and Environmental Services, has served as Deputy Director of the Department of Central Services since 2004. Prior to that, he served in senior leadership positions in the Washington Suburban Sanitary Commission (WSSC) and he was a Regional Regulatory Compliance official, licensed both through the National Association of Securities Dealers and the Securities and Exchange Commission to regulate the sale of debt, equity and derivatives.
Askew, who will serve as DCAO for Health and Human Services, comes to the county from New York City where he serves as the Deputy Commissioner of Health in the city’s Department of Health and Mental Hygiene. Prior to that, he was appointed by President Obama as the first to serve as the Chief Medical Officer for the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services. Askew is widely known and respected for his work addressing significant social, health and economic challenges facing children and families. He has also been recognized as a national and global leader for his work to link healthcare professionals with early childhood advocacy efforts.
In addition to announcing the appointment of her DCAOs, Alsobrooks also announced appointments for several agency directors including Rhonda Weaver, Jonathan Butler, Shawn Stokes, Terry Bellamy, Melinda Bolling and Stephen McGibbon.
Weaver, who will serve as County Attorney, is returning to Prince George’s after serving as County Attorney in Charles County for the last two years. Weaver has previously worked in the Prince George’s and Anne Arundel County Office of Law. She also spent time as Deputy Director and Chief Labor Negotiator in the County’s Office of Human Resource Management. She is well versed in civil litigation, personnel law and labor relations.
Butler, who will serve as Director of the Office of Central Services, comes to the County from the District of Columbia where he serves as the Chief Business Officer for the DC Public Library System. He was responsible for day-to-day operations to include procurement, facilities management and a capital construction budget of $250 million. Butler has also served as the Director of Contracts for Events DC, the convention and sports authority for the District of Columbia. He has also held leadership positions at Lockheed Martin and in the Metropolitan Washington Council of Governments.
Stokes will serve as the Director of the Office of Human Resource Management. She comes to the administration from Montgomery County where she served as the Director for their Office of Human Resources. Among her many accomplishments, Stokes introduced a leadership training program, MLS LEADS to the Montgomery County Government that allowed more than 400 managers to enhance their leadership skills and learn how to better collaborate and network across departments. Stokes has also lead the District of Columbia’s Department of Human Resources and held leadership positions in the Baltimore City and Philadelphia school systems.
Bellamy, who will serve as the Director of the Department of Public Works and Transportation, comes to the county from North Carolina where he currently serves as Director of Transportation for the City of Durham. He has held similar positions in San Antonio Texas, Washington, DC and Arlington, Virginia. Throughout his career, Bellamy has worked to establish sustainable transportation infrastructures and ensure equitable access to transportation. He also played a key role in the negotiations with Amtrak, CSX, WMATA and Maryland’s MARC train service to ensure completion of the New York Avenue bridge rehabilitation project. He is highly recognized and regarded in the transportation industry nationwide.
Bolling will serve as the Director of the Department of Permits, Inspections and Enforcement, after recently serving in a similar post in the District of Columbia. Throughout her career, Bolling has developed a track record of quality, efficient and effective leadership. She has also served as General Counsel to government agencies and worked in private practice.
McGibbon, who will serve as the Director of Finance, is a certified public accountant and he comes to the county with 28 years of experience in budgeting, public finance and public accounting among others.
Alsobrooks also announced that the current leadership of the county’s public safety agencies will remain, with one change. Tiffany Green has been appointed Deputy Fire Chief, making her the highest ranking female fire official in the metropolitan region. Green has been with the Fire/EMS Department since 1999 and has 24 years of fire services experience. During her tenure in the Department, Green has held several leadership positions including overseeing the Administrative Services Command and serving as the Director of the Fire/EMS Training Academy.
Alsobrooks has also appointed Paul Monteiro to one of two vacant positions on the Board of Education. Monteiro currently serves as the Chief of Staff to Howard University President Dr. Wayne A.I. Fredrick. He grew up in Hyattsville and graduated from High Point High School. Prior to his current role, Monteiro served in the Obama White House as Associate Director of the Office of Public Engagement. In that role he coordinated efforts to advance President Obama’s “Opportunity Agenda” to bolster the social safety net and increase federal investments in programs supporting low-income Americans and protecting the Middle Class. Monteiro has also served as the National Director of AmeriCorps VISTA and Director of the Community Relations Service in the U.S. Department of Justice and he has served as an Adjunct Professor at the University of Maryland where he taught a first amendment seminar on religious liberty issues.
